According to Google-translated remarks obtained by Tass, Putin stated during a meeting with the leadership of the Russian Foreign Ministry that an order to cease fire and start negotiations will follow as soon as Ukraine starts a "real withdrawal of troops from these regions, and will also officially notify of the abandonment of plans to join NATO — on our part, immediately, at the same minute."

If Kyiv accepts this concession, Putin claimed, Moscow will guarantee the "unhindered and safe withdrawal" of Ukrainian forces.

Putin also stated that Moscow will make different demands in the future if the peace initiative is rejected.

Putin's remarks and his counterpart's peace proposal from Ukraine are very different. Volodymyr Zelenskyy's November 2022 10-point proposal calls for the reinstatement of the nation's U.N. Charter-guaranteed "territorial integrity." Additionally, Putin has demanded that Ukraine reclaim the Crimean Peninsula, which Russia unlawfully annexed in February 2014 before the start of the present conflict.

Prior peace initiatives

For the duration of the crisis in Ukraine, peace frameworks have so far been destined to fail. Beijing, Russia's ally, unveiled a 12-point plan on the first anniversary of the war, but it again failed to gain traction. According to Reuters, China is promoting its own alternative diplomatic strategy once more.

At least ninety countries and organizations are scheduled to convene for the Summit on Peace in Ukraine from June 15–16 at the Swiss resort of Bürgenstock. Putin’s proposal on Friday threatens to derail these negotiations.

Leaders of the Group of Seven (G7) countries reached a preliminary agreement on Thursday to provide $50 billion in loans to Kyiv, backed by the earnings from approximately 300 billion euros ($322 billion) in assets held by the Russian central bank that the West had blocked. Charles Michel, President of the European Council, emphasized that "Russia has to pay.”

At its next summit, which is scheduled for July 9–11, NATO is expected to separately debate additional help for Ukraine. A "long-term financial pledge to provide military support" for Kyiv and a "leading role" for the military alliance in delivering and coordinating security assistance in the war-torn nation are what Secretary-General Jens Stoltenberg expects member nations to agree upon.
